A decree on temporary remote vehicle registration has been signed

President of the Kyrgyz Republic Sadyr Japarov has issued a decree concerning the temporary remote registration of various categories of vehicles and the ownership rights to them. According to the president's press service, this decree is aimed at improving the system of accounting and registration of drivers, as well as enhancing the quality of services related to the technical inspection of vehicles and the issuance of certificates of their structural safety.

In accordance with the decree, which is based on Article 31¹ of the Law of the Kyrgyz Republic "On Normative Legal Acts of the Kyrgyz Republic" and guided by Articles 66 and 71 of the Constitution, the following is provided:

From April 1 to December 31, 2026, inclusive, temporary legal regulation will be introduced for the state registration of certain categories of vehicles and ownership rights to them in a remote format (online). A Temporary Procedure for State Registration in the online format has been approved, which will be in effect during the implementation of this regulation. The State Center for Registration of Vehicles and Driver Personnel, together with other institutions, must: 1) conduct informational activities to explain the conditions of the temporary legal regulation to the population;

2) monitor the progress of the implementation of this regulation and submit quarterly reports to the Cabinet of Ministers;

3) take technical measures to ensure the functioning of the online registration system;

4) if necessary, involve payment organizations to implement the temporary legal regulation in accordance with legislation and financial control requirements;

5) in the case of successful implementation of this regulation, prepare a draft regulatory act for the introduction of a permanent online registration system for vehicles and ownership rights to them.
