New Approaches to Supporting People with Disabilities Discussed at the Presidential Administration
The meeting of the Council for the Affairs of Persons with Disabilities was held in the Cabinet of Ministers of the Kyrgyz Republic.
The event, chaired by Deputy Prime Minister Edil Baisalov, was attended by Council members and representatives of various government agencies, as well as international and non-governmental organizations.
During the meeting, reports on activities concerning children with disabilities were discussed, as well as measures for the prevention of disabilities, including the dissemination of screening methods and the emerging issues in this area. The topic of developing inclusive education for children with special educational needs was also raised.
Additionally, participants were presented with a project plan for implementing the Program for Creating Conditions for Psychological, Medical, and Pedagogical Support for People with Psychophysical Characteristics for 2026–2030, which was discussed.
Deputy Edil Baisalov noted that this meeting is of great importance, as the agenda addresses the issue of ensuring rights and improving the quality of life for children with special needs. "Timely diagnosis of children with mental characteristics, access to specialized services, and full integration into society are not only a social service but also a duty of the state towards the future of every child. A comprehensive approach, close inter-agency cooperation, and the creation of equal opportunities for all regions are necessary to address these tasks," he emphasized.
As a result of the meeting, recommendations were developed and further steps were defined to improve state policy in this area.
