The changes are aimed at implementing subparagraph 5 of paragraph 3 of Article 16 of the Code on Non-Tax Revenues of the Kyrgyz Republic.
The amendments concern the operational procedures of the Ministry of Natural Resources, Ecology, and Technical Supervision, as well as the Kyrgyz Geological Service.
According to the new provisions, the functions related to the collection of fees for licenses to use subsoil resources have been excluded; however, these bodies are now tasked with coordinating the calculations of fees provided by subsoil users.
The Ministry of Natural Resources and the Kyrgyz Geological Service will now monitor the accuracy of calculations and reports, as well as the recalculation of fees.
The official publication of the resolution took place in the newspaper "Erkin Too" on March 17, 2026; it comes into effect 15 days after publication.

Chapter 1. General Provisions
1. The Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic (hereinafter referred to as the Ministry) is a state body responsible for the development and implementation of state policy in the field of environmental protection, ecology, climate, geology, and subsoil use, as well as for monitoring compliance with environmental standards.

2. In its activities, the Ministry is guided by the Constitution and laws of the Kyrgyz Republic, decrees of the President, as well as international agreements.
3. The Ministry has the status of a legal entity and is the legal successor of the State Committee for Ecology and Climate of the Kyrgyz Republic.
4. The structure of the Ministry includes subordinate organizations and enterprises with the right to create new legal entities.
5. The full name of the Ministry:
- in the state language: "Кыргыз Республикасынын Жаратылыш ресурстары, экология жана техникалык козомол министрлиги";
- in the official language: "Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic".

Chapter 2. Objectives of the Ministry
9. The main objective of the Ministry is to preserve the unique ecosystem of Kyrgyzstan and create favorable conditions for the life of citizens, as well as to protect natural resources and ensure effective monitoring of compliance with environmental standards.

Chapter 3. Tasks of the Ministry
10. The tasks of the Ministry include:
- development and implementation of state policy in the field of environmental protection;
- implementation of scientific and technical achievements in the field of cartography and geodesy;
- improvement of state regulation and coordination of actions in the field of environmental protection;
- preservation of biodiversity and protection of natural resources;
- monitoring compliance with environmental safety and quality of natural resources;
- promoting the development of a "green" economy and attracting investments in environmental projects.

Chapter 4. Functions of the Ministry
11. The Ministry performs the following functions:
1) implementation of state policy in the field of environmental protection;
2) regulation and control over compliance with environmental legislation;
3) coordination of efforts to protect natural resources and ecology;
4) state control over compliance with safety standards;
5) provision of services in the field of ecology and natural resource management;
6) support and dissemination of environmental information.

Chapter 5. Rights of the Ministry
12. The Ministry has the right to:
- submit proposals to the Cabinet of Ministers on matters within its competence;
- create working groups and commissions;
- represent the interests of the republic in international organizations;
- attract funding for the implementation of its policy;
- obtain necessary information from enterprises and organizations;
- conduct inspections and impose fines for violations of environmental legislation.
Chapter 6. Organization of the Ministry's Work
13. The Ministry is headed by a minister appointed by the President of the Kyrgyz Republic.
14. The Ministry includes the positions of the first deputy and deputy ministers.
15. The minister is responsible for the implementation of the Ministry's tasks and interaction with other state bodies.
Chapter 7. Final Provisions
20. The financing of the Ministry's work is carried out from the state budget and other sources.
21. The reorganization or liquidation of the Ministry is carried out in accordance with the legislation of the Kyrgyz Republic.
22. The Ministry's documents are stored in accordance with the legislation on the national archival fund.
