City Hall: The market on the territory of "Bishkekasphaltservice" is being built without the city's share
Deputy Kazybek Ergeshov ("Yntymak") inquired about the details of the project's implementation.
In response to the question about the municipality's equity participation, the first deputy mayor of Bishkek, Mirlanbek Baigonchokov, noted that this format of public-private partnership does not involve the city's participation in the form of shares.
According to him, the city provides the land on which the investor will build a multifunctional center. "The city does not have shares in this project. We provide the land plot, and the investor builds the facility, which creates additional jobs. The city, in turn, will receive income from taxes and rent," he explained.
Baigonchokov also added that at the end of the contract period, the facility will be transferred to the ownership of the city.
Deputy Ergeshov expressed doubts about the feasibility of placing a commercial facility on this site, pointing out the lack of social facilities in the city.
"In conditions of a shortage of social facilities, allocating such land for commercial purposes raises questions. Moreover, there are residential areas nearby. After the market opens, the flow of cars will increase, and will the narrow road be able to handle such a load?" the deputy questioned.
Deputy Mayor Azamat Kadyrov clarified that the infrastructure issues of the area are taken into account in the city's master plan.
"A large market is already functioning in this area. The master plan includes the necessary infrastructure solutions, and the reconstruction of the roads around the new facility is also planned," he noted.
Kadyrov added that the mayor's office had consulted with market owners and required them to improve the adjacent territories.
However, Ergeshov pointed out the existing transportation problems in the area.
"There are already serious traffic jams — it is impossible to pass from morning to evening. The street where the market is being built is narrow and runs between a residential area and a base," the deputy noted.
According to Ergeshov, the project plans to construct about 2,500 commercial facilities, of which about 80% have already been sold without the necessary legal documents. The cost per square meter ranges from $1,100 to $1,500.

According to the Bishkek mayor's office, the market will be built on the site of the former MP "Bishkekasfaltservice" next to the "Dordoi" market:
The public-private partnership agreement was signed on August 30, 2023, between the Bishkek mayor's office and LLC "Asia Nur Group". This document is registered by the authorized body in the field of PPP under number 20.
According to the agreement, the private partner is obliged to build a plant for "Bishkekasfaltservice" and a modern market at the address: Bishkek, Khvoinaya St., 70.
The term of the agreement is 25 years without the possibility of extension. After the project is completed, the facilities will be transferred to the Bishkek mayor's office.
According to the Ministry of Justice, LLC "Asia Nur Group" was registered on March 18, 2009, and re-registered on February 22, 2023. The company is led by Moldoev Kanatbek Jumabekovich, and the founder is Sydykzhan Imin.
