The project card was published on March 5, 2026, and the discussion period will last until March 20, 2026.
According to the draft, the new rules will be approved in the state and official languages. The main goal of this initiative is to achieve maximum compliance with international standards and recommended practices of the International Civil Aviation Organization (ICAO).
After the approval of this order, the State Agency for Civil Aviation under the Cabinet of Ministers will be tasked with its implementation, as well as sending it to the Ministry of Justice for registration in the State Register of Normative Legal Acts, and informing the Presidential Administration.
The project also includes an obligation for ministries, agencies, civil aviation organizations, and training centers to adopt the new APKR-2 "Flight Rules". At the same time, it is proposed to repeal the second paragraph of the first point of the order of the Ministry of Transport and Communications of the Kyrgyz Republic dated January 27, 2016, No. 1, which previously approved the existing rules.
According to the draft, the new order will come into effect seven days after its official publication.
