
A new Regulation on the National Digital Ecosystem has been adopted. The decision was signed by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Adylbek Kasymaliev.
This document was developed to implement the Digital Code of the Kyrgyz Republic and to create a legal framework for the functioning of a unified national digital ecosystem. It will ensure the exchange of digital data between government bodies, local authorities, legal entities, and individuals, as well as allow the creation of digital services based on this data.
According to the resolution, the certifying center, which will issue authentication certificates for security servers and digital signature verification key certificates, has been designated as the state institution "Kyzmat," which is under the management of the President of the Kyrgyz Republic. This is done to connect the digital resources of participants to the digital interaction system "Tunduk."
The document also defines the participants of the National Ecosystem, their rights and obligations, the elements of the ecosystem, as well as the procedure for their inclusion in the digital registry. In addition, it outlines the sources of data processed within the National Ecosystem, the rules for digital interaction among participants through the "Tunduk" system, the architecture and operation of the State Services Factory, as well as the procedures for resolving disputes between participants and user complaints about state services.
