In Kyrgyzstan, the Ministry of Labor, Social Security, and Migration proposes to implement fixed amounts for funeral benefits. This is reported in a draft resolution that has been put out for public discussion.

Currently, the calculation of funeral benefits is carried out according to a government regulation, where the calculation is based on the average monthly salary of 2010, which amounts to 7189 soms.

Payments are determined as a percentage of this amount: 100% (7189 soms) in the event of the death of a working person; 50% (3595 soms) in the event of the death of an entrepreneur, head of a peasant farm, officially unemployed person, dependent of a working person, or social benefit recipient; 20% (1438 soms) in the event of the death of other family members who are dependents of the aforementioned categories.

The Ministry of Labor notes that over more than a decade, the amounts of the benefits have not been changed, and they do not correspond to the minimum living wage, which is 9738.29 soms for 2025, as well as the actual costs of funerals. The average monthly salary has increased from 7189 soms in 2010 to 42,919 soms in 2025, while the consumer price index has increased approximately 2.65 times.

According to the proposed draft:

— resolution No. 192 is repealed;

— the use of the "average monthly salary of 2010" as a calculation base is excluded;

— fixed amounts of benefits are introduced, based on a calculation indicator (100 soms):


The Ministry of Labor adds that, considering annual mortality data, the total budget need will amount to 26.5 million soms, and the additional need will be about 14.7 million soms per year.

It is proposed that the new benefit amounts come into effect on January 1, 2028, to ensure budget stability and plan expenses in advance.

Additionally, the draft updates the regulations regarding the calculation of benefits for temporary disability, pregnancy, and childbirth, excluding reference to the repealed resolution of 1999 No. 408, which will ensure a unified legal regime and eliminate conflicts in law enforcement, the Ministry reports.
