Key changes include:
Changes in terminology: definitions of terms such as "supplier," "billing period," "accounting/supply point," "tariff for electricity and capacity" have been updated, and a new definition of "RES installation" has been added.
Additions to the electricity supply contract: the contract now separately specifies data about sub-consumers, as well as RES and microgeneration facilities that the consumer uses for their own needs, including their name, capacity, accounting, and tariffs.
Tightening of safety requirements: the introduction of autonomous energy sources is now prohibited without a decision that excludes the supply of voltage to the external network (bypass switch or automatic/manual device).
Consumer obligations: the rules establish new requirements for relay protection, automation, and coordination of automatic transfer switch (ATS) schemes and the connection of RES installations.
Energy accounting:
- Mandatory automated accounting and control system (AASKUE) is introduced for all RES facilities, including microgeneration, at all transfer points, with the possibility of integration into a centralized data collection and processing system (CDS);
- RES entities must use only accounting and AASKUE with remote access in calculations, with data transmission to the CDS and recording of energy flow indicators.
Added Item 58-1: meters at connection points of low-power RES (from 5 to 100 kW) must meet the requirements of AASKUE, be registered in the State Register of Measuring Instruments, and be approved for integration into the CDS. It has been established that support for installation may be provided through public-private partnerships, preferential loans, and grants.
The rules for calculations and payment documents have also been updated: it is now separately stated that documents are issued for consumed or supplied (generated by RES) electricity.
New standard agreements have been introduced:
Appendix 5 — sale and purchase of electricity from a legal entity (RES/microgeneration);
Appendix 6 — sale and purchase of electricity from an individual (household/microgeneration).
According to the resolution, it comes into force 10 days after official publication. The document was published in "Erkin Too" on February 23, 2026 (No. 13), therefore, the new norms are expected to take effect around March 5, 2026 (based on the standard counting from the day after publication).
