Expert: Personnel decisions are a reaction to the inertia of certain officials

The reshuffles in the personnel composition of the government and regional representations indicate the need for an update in the system of public administration. This opinion is expressed by the expert in public administration, Ulugbek Yereshayev.

He emphasizes that some ministries are experiencing problems with coordination and interaction between regional structures and the mayors of large cities.
“The personnel changes that recently occurred in several ministries and regional representations are due to the fact that a number of key projects, including those related to transport and logistics development, often found themselves in a state of stagnation. The coordination system in some agencies continues to remain excessively bureaucratic and ineffective. It is important to note that clear coordination and interaction between government structures are absent even in the context of large development projects. In conditions of such inertia among officials, there is a risk of ineffective solutions to important tasks facing the country.

It is necessary to remind that we must engage in the construction of a transcontinental railway, quickly resolve issues related to the development of transport and logistics infrastructure, and build the Kambara-Ata - 1 hydropower station. The system of public administration must be flexible, effective, and multitasking, but unfortunately, some officials have not been able to adapt to the new conditions. Desynchronization in actions is unacceptable when transitioning to a new level of economic development. This is why these personnel decisions were made,” concluded Ulugbek Yereshayev.
