The head of the cabinet pointed to the improvement of legislation and transparency in the construction sector

At the meeting of the Ministry of Construction, Architecture, and Housing and Communal Services, the Chairman of the Cabinet of Ministers and Head of the Presidential Administration of Kyrgyzstan, Adylbek Kasymaliev, made important statements. This was reported by the government.

Before the meeting began, he familiarized himself with the construction process of the new building of the Republican Center for Certification in Construction, located in the capital.

He also inspected the vehicles intended for the ministry's departments, as well as the mobile construction laboratories located in front of the ministry's building.

The meeting discussed the results of the construction sector's work and the ministry's activities over the past few years.

In his speech, Kasymaliev noted that the construction industry is showing steady growth and occupies a key position in the country's economy.

According to him, by 2025, the gross domestic product in the construction sector will reach 438.5 billion soms, while in 2019 this figure was only 58.5 billion soms. Thus, over six years, the industry has increased eightfold.

Furthermore, as reported by the Eurasian Economic Commission, a growth of more than 31% in the construction sector is expected in Kyrgyzstan in 2024, which is one of the best indicators among the CIS countries.

Since 2021, over 170 billion soms have been directed to the construction industry, allowing for records to be achieved and the completion of 936 social facilities.

Capital investments in social infrastructure have also significantly increased: from 2.7 billion soms in 2021 to 13.2 billion soms in 2025.

However, Kasymaliev pointed out the presence of a number of systemic problems in the industry's work, despite the successes achieved.

He emphasized the need to improve the legislative framework in the field of architecture and construction, accelerate the development of the Urban Planning Code, and conduct an inventory of the ministry's regulatory acts.

The development of housing and communal services and the importance of controlling the attraction of citizens' funds in the construction of apartment buildings were also discussed.

Following the meeting, Kasymaliev issued specific instructions aimed at improving legislation, increasing transparency in the construction sector, and enhancing mechanisms for state control.

In conclusion of his speech, he emphasized the importance of creating comfortable conditions for citizens and businesses, reducing bureaucratic procedures, and ensuring transparency and efficiency in the ministry's work.

He also noted that considering the results achieved, the work of the Ministry of Construction, Architecture, and Housing and Communal Services is rated as "good," indicating significant potential for further development of the sector.
