Adylbek Kasymaliev rated the work of the Ministry of Construction as "good," but highlighted systemic issues

On March 4, 2026, the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Adylbek Kasymaliev, participated in a meeting of the board of the Ministry of Construction, Architecture, and Housing and Communal Services, as reported by the government press service.
Before the event began, Kasymaliev familiarized himself with the process of constructing a new building for the Republican Center for Certification in Construction, located in the capital. He also inspected the vehicles intended for the ministry's departments and the mobile construction laboratories situated on the premises in front of the building.
During the board meeting, the results of the construction sector's work and the ministry's activities over the past years were summarized. In his speech, Kasymaliev emphasized that the construction sector demonstrates steady growth and serves as one of the main drivers of the country's economy.
“In 2025, the gross domestic product in the construction sector amounted to 438.5 billion soms, whereas in 2019 it was 58.5 billion soms. This means that over six years, the sector has increased eightfold,” he noted.
According to the Eurasian Economic Commission, the growth rate of Kyrgyzstan's construction sector in 2024 was over 31%, which is one of the best indicators among the CIS countries. Kasymaliev also reported that since 2021, the state has invested over 170 billion soms in the construction sector, which has allowed for the completion of 936 social facilities.
Capital investments in social infrastructure have also significantly increased: from 2.7 billion soms in 2021, this amount grew to 13.2 billion soms by 2025.
Despite the successes achieved, Kasymaliev noted the presence of several systemic problems in the sector. He emphasized the need to improve the legislative framework in the field of architecture and construction, accelerate the development of the Urban Planning Code, and conduct an inventory of regulatory legal acts governing the ministry's activities.
Additionally, he discussed the development of housing and communal services and the necessity of strengthening control over the attraction of citizens' funds in the construction of apartment buildings.
As a result of the meeting, Kasymaliev gave the ministry specific instructions aimed at improving legislation, increasing transparency in the construction sector, and enhancing the mechanisms of state architectural and construction control.
In conclusion, he highlighted the importance of creating comfortable conditions for citizens and businesses, as well as reducing bureaucratic procedures and increasing the transparency and efficiency of the ministry's work. According to him, considering the results achieved, the activities of the Ministry of Construction, Architecture, and Housing and Communal Services are rated as "good," while there is significant potential for further development of the sector.
