In Bishkek, owners of private houses located on lands designated for individual housing construction (IHC) will be allowed to legally organize parking spaces on their plots. This means that car owners will be able to park their vehicles in their yards for a set fee. The creation of parking lots of various sizes is also planned — from two to ten or more parking spaces, depending on the area of the plot and compliance with urban planning and sanitary norms.
The need to implement this project is due to the large number of cars: according to data, there are about 468 thousand registered vehicles in Bishkek, and considering visitors, their number reaches 700 thousand daily. This leads to cars often being parked on the roadside, sidewalks, and in green zones, creating a burden on the road infrastructure.
It is expected that the new rule will help reduce chaotic parking on the streets, lessen the load on traffic flows, and improve passage for public transport and emergency services.
As part of this project, the Bishkek city administration will be instructed to approve the procedure for organizing parking spaces for owners of individual residential houses on plots designated for IHC, as well as to establish tariffs for these services. The project is planned to be implemented on preferential terms, allowing pilot participants to take advantage of a simplified registration procedure and special conditions.
The pilot project will be in effect until February 1, 2027. At the end of this period, an evaluation of its results will be conducted, and a decision will be made regarding the possibility of its further implementation in regular practice.
Currently, the draft decree of the President of the Kyrgyz Republic is at the stage of public discussion and coordination with various ministries and agencies of the country.
