In Bishkek, owners of private houses will have the opportunity to legally organize parking spaces on their plots designated for individual housing construction (IHC).
According to information from the Bishkek city hall, residents will be able to park their cars in yards for a set fee. There are also plans to create parking lots of varying capacities – from 2 to 10 or more parking spaces, depending on the size of the plot and compliance with urban planning and sanitary standards.
This initiative arose in response to the growing number of cars in the city: currently, about 468 thousand vehicles are registered, and considering visitors, this number reaches 700 thousand per day. This leads to cars often being left on the curbs, sidewalks, and in green zones, creating additional pressure on street infrastructure.
It is expected that the introduction of the new order will help organize parking along roads, reduce traffic load, and improve passage for public transport and emergency services.
In light of the above, the Bishkek city hall has been instructed to develop regulations that will govern the organization of parking spaces by owners of individual residential houses on plots designated for IHC, as well as to establish tariffs for services. Notably, the project will be implemented under preferential conditions – a simplified registration process will be provided for pilot participants.
The pilot project will last until February 1, 2027, after which an evaluation of the results will be conducted, and a decision may be made regarding the permanent implementation of the practice.
At the moment, the draft decree of the President of the Kyrgyz Republic is in the stage of public discussion and coordination with various ministries and agencies of the country.
