The State Financial Intelligence Service Notifies the Financial Sector of the Exclusion of "Hay'at Tahrir al-Sham" from the UN Sanctions List

- On March 2, 2026, the State Financial Intelligence Service under the Ministry of Finance of the Kyrgyz Republic sent out a notification to all financial and non-financial organizations regarding updates to the UN Security Council sanctions lists.

According to information posted on the official website of the service, on February 27, 2026, the UN Security Council Committee for resolutions 1267/1989/2253 removed several organizations previously associated with ISIS and Al-Qaeda from its sanctions list.

Among those removed from the list was the group "Hayat Tahrir al-Sham," which was previously known as "Jabhat al-Nusra." This organization was added to the sanctions list on May 14, 2014, and changed its name in January 2017.

In connection with this decision, financial institutions, including banks, microfinance companies, exchange offices, payment systems, as well as non-financial entities such as notaries, real estate agents, and gambling operators, are required to update their internal databases on sanctions lists and adjust compliance processes in accordance with the new UN lists.

This decision was made based on UN Security Council resolutions numbered 1267, 1989, 2253, and 2368.

2013 — leader Abu Muhammad al-Julani refused to submit to ISIS, maintaining ties with Al-Qaeda.

2016 — officially severed ties with Al-Qaeda and changed its name to “Jabhat Fath al-Sham.”

January 2017 — after merging with several rebel groups, adopted the new name “Hayat Tahrir al-Sham.”

2017–2024 — controlled the Idlib province in northwestern Syria, establishing a civil administration called the “Salvation Government” with a tax system, police, and courts.

November–December 2024 — led a sudden offensive by the Syrian opposition, resulting in the fall of Bashar al-Assad's regime.

February 27, 2026 — removed from the UN Security Council sanctions list.
