The Ministry of Economic Development will develop KPIs for government bodies and local authorities on entrepreneurship development
According to the plan, the methodology will be prepared by the fourth quarter of 2026. It is expected that this methodology will include the following elements:
- a mechanism for state and public control over the activities of authorities in supporting entrepreneurship;
- incentives and accountability measures for government bodies;
- mandatory public reporting every two years.
The result of these actions will be the adoption of a resolution by the Cabinet of Ministers, which will approve the methodology for assessing the contribution of state structures and local self-government to creating a favorable entrepreneurial, competitive, and investment atmosphere.

According to the methodology of the National Statistical Committee, a business is classified as a small or medium-sized enterprise based on the number of employees and the area of activity:
• in agriculture, hunting, forestry, fishing, mining and manufacturing industries, as well as in the energy sector and construction:
- small enterprises have up to 50 employees;
- medium enterprises have from 51 to 200 employees.
• in the sectors of trade, car repair, hotel and restaurant services, transportation and communications, financial activities, real estate transactions, as well as in education, healthcare, and social services:
- small enterprises have up to 15 employees;
- medium enterprises have from 16 to 50 employees.
