Jaramazan should not turn into begging: Bishkek City Hall urges parents to pay attention to children's safety

On February 27, 2026, a meeting dedicated to the prevention of offenses among youth was held in the meeting hall of the city municipality under the leadership of Deputy Mayor Victoria Mozgacheva. Representatives from various institutions participated in the meeting.

The agenda included issues related to tightening control over teenagers who are in public places without parents during the evening and nighttime. Measures for conducting explanatory work with children and their parents were also discussed, as well as the need to increase the responsibility of catering establishments that allow minors and contribute to begging.

Special attention will be paid to inspections of cafes and restaurants. In case of violations found regarding these establishments, measures will be applied in accordance with current legislation.

“We are observing an increase in cases where children participate in jaramazan and visit entertainment venues, being on the roadway and at intersections, which poses a danger to their safety. There are also cases where children persistently ask to transfer money via QR code. We respect our traditions, but jaramazan should not become begging. The safety of children is paramount, and we urge parents to monitor their children’s presence on the street without supervision,” noted the deputy mayor.

As a result of the meeting, a directive was issued to the akimats to organize joint raids involving juvenile affairs inspections and patrol service officers.

The Bishkek City Hall emphasizes that the ongoing work is aimed at protecting the rights, health, and safety of children, urging parents to closely monitor their children's whereabouts during the evening and nighttime.
