Daniyar Amangeldiev, who holds the position of First Deputy Chairman of the Cabinet of Ministers of Kyrgyzstan, held a meeting with David O'Sullivan, the Special Envoy of the European Union for Sanctions. This visit is of a working nature and aims to deepen cooperation between the parties.
The discussion at the meeting covered issues related to sanctions. Amangeldiev emphasized that Kyrgyzstan adheres to a professional and pragmatic approach to risk management, as well as actively strengthening measures to ensure compliance, financial monitoring, and transparency in foreign economic operations.
The Kyrgyz side highlighted that effective export and financial control requires joint responsibility from all participants in the foreign economic chain, including European exporters.
Particular attention was paid to the responsibility of European suppliers for adhering to export control requirements, the necessity of thorough checks on counterparties, proper documentation of transactions, and the preparation of a complete package of supporting documents, which is essential for verifying the end user and the purpose of the goods.
An important aspect of the discussion concerned the financial sector. The Kyrgyz side presented information on the implementation of control mechanisms in commercial banks, including full checks of operations and blocking transactions that may pose risks of violations.
Furthermore, the necessity of creating transparent and clear mechanisms was emphasized, such as unified criteria for risk assessment, agreed procedures, and prompt feedback. The use of reliable and up-to-date information for making informed decisions and coordinating actions is also crucial.
During the discussion, the need to develop a joint action plan and define the format of technical interaction aimed at gradually addressing issues related to restrictive measures for certain commercial banks was also voiced.
David O'Sullivan, in turn, noted the openness of the Kyrgyz authorities and their readiness for constructive dialogue on sensitive issues. He emphasized that such transparency is the foundation of trust from European institutions and the international community.
The Special Envoy reported that specific proposals had been sent to the Kyrgyz side to strengthen technical cooperation aimed at removing Kyrgyz banks from the sanctions list and minimizing financial risks in the future.
O'Sullivan expressed hope for further progress in strengthening mechanisms for export and financial control.
At the end of the meeting, the parties confirmed their intention to continue the dialogue and maintain working contacts.
