Daniyar Amangeldiev and EU Special Envoy David O'Sullivan Discussed Sanctions Issues

On February 26, a meeting took place at the "Yntymak-Ordo" residence, where Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, met with David O'Sullivan, the European Union's Special Envoy for Sanctions, who is in the country on a working visit.

During the discussions, the participants exchanged views on sanctions policy. Daniyar Amangeldiev noted that the Kyrgyz Republic adheres to a pragmatic approach to risk management, actively implementing measures for compliance, financial monitoring, and transparency in foreign economic operations.

Furthermore, the Kyrgyz side emphasized that to enhance the effectiveness of export and finance control, it is necessary to distribute responsibility among all participants in the foreign economic chain, including European exporters.

Particular attention was paid to the fact that the good-faith fulfillment of export control requirements by European suppliers, as well as thorough checks of counterparties and proper documentation of transactions, are key points for successful operations.

An important part of the discussion was the work of the financial sector. The Kyrgyz side reported on the steps being taken to strengthen control mechanisms in commercial banks, including thorough checks of operations and blocking transactions that may violate requirements.

The need to create clear and transparent mechanisms, including unified risk assessment criteria and agreed procedures, was also raised, which would improve interaction and the speed of decision-making.

The parties concluded that there is a need to develop a plan for joint actions and to define the format of technical cooperation aimed at gradually resolving issues related to restrictive measures against certain commercial banks.

David O'Sullivan, for his part, noted the high openness of the Kyrgyz authorities and their readiness for an open dialogue on important issues. He emphasized that such transparency is the foundation of trust from European institutions and the international community.

He also stated that specific proposals regarding further technical interaction concerning the exit of Kyrgyz banks from the sanctions list and minimizing financial risks in the future would be sent to the Kyrgyz side.

The Special Envoy emphasized that the European Union hopes for further progress in strengthening export and financial control.

At the end of the meeting, the parties confirmed their readiness to continue practical dialogue and cooperation in a working manner.
