The Housing Committee reviewed changes to the law regarding the issuance of national passports for minors.
During the first reading, the draft law "On Amending the Law of the Kyrgyz Republic 'On External Migration'" was reviewed and approved by the Committee on Science, Education, Innovative Development, Information Technologies, Culture, Sports, and Youth Affairs of the Jogorku Kenesh.
The draft law was initiated by the Chairman of the Cabinet of Ministers. During the discussion, Deputy Head of the Presidential Administration Almaz Raimbekov pointed out the existing rules, according to which obtaining a general civil passport for minors requires the consent of both parents.
He noted that this requirement creates significant practical difficulties: consent can be hard to obtain if one parent is abroad, refuses to cooperate, or is completely absent. In such situations, the parent who is actually caring for the child is forced to go to court to obtain permission. The aim of the proposed draft law is to address the issue of passport issuance for children.
During the discussion, Deputy Gulsharкан Kultaева drew attention to the process of obtaining passports for minors, emphasizing the exceptions provided for in Article 43. Representatives of the Cabinet of Ministers explained that if the child is outside the country, the draft law requires the consent of both parents to issue a passport through the diplomatic or consular offices of Kyrgyzstan. If one of the parents does not submit a petition, the passport will be issued based on a court decision.
Deputy Gulsunкан Junushalieva also raised questions about the safety of minor citizens. In response, Committee Chair Toktobubu Ashymbaeva suggested adding a provision to the draft law regarding the issuance of passports at the location of the citizen's request.
