The President signed amendments to the Law on Medical Insurance for Citizens

The President of the Kyrgyz Republic, Sadyr Japarov, has signed a new law amending the existing Law on Medical Insurance for Citizens.
This law was approved by the Jogorku Kenesh on January 22, 2026.

The main goal of the changes is to guarantee the rights of citizens insured under the medical insurance system to receive complete and accurate information from medical providers. In addition, the amendments aim to enhance the accessibility and transparency of medical services provided under the State Guarantees Program for Medical Care (hereinafter referred to as the State Guarantees Program).

The changes pertain to Article 13 of the law, which now grants insured individuals the right to request reliable information about the quality, types, and conditions of medical, pharmaceutical, preventive, rehabilitation, and wellness services provided under mandatory health insurance.

Furthermore, Article 16 of the law expands the responsibilities of medical providers within the mandatory health insurance system. They are now required to:

– maintain individual records of information about medical assistance provided to the insured;

– place information about the quality and conditions of the services provided, as well as their list according to the State Guarantees Program, in accessible locations for citizens;

– provide complete information to medical insurance entities about the working hours, list of services provided, and indicators of accessibility and quality of these services, as defined in the State Guarantees Program.
