In 2025, 12 reforms in the fields of construction, land, and licensing were launched in Kyrgyzstan, - Ministry of Economy
The goal of the reforms is to reduce the time required to obtain construction permits, optimize land procedures, and simplify the licensing process.
Additionally, within the framework of the "100 Industrial Enterprises - 2025" project, 119 industrial facilities will be put into operation in 2025, with investments amounting to approximately 715.7 million US dollars.
The implementation of these projects will create 8,471 new jobs, as reported by the Ministry of Economy.
Background:
Last week, the results of two reforms under the program were summarized at the President's Administration. One of the key measures was the simplification of obtaining permits for international road transport to the People's Republic of China.
Every year, Kyrgyzstan and China exchanged a mutually agreed number of permits for international transport on a parity basis. In 2025, the number of such permits amounted to 130,000. The main difficulties arose due to the lack of an integrated information system with the Chinese side and an electronic coordination mechanism. Previously, the carrier had to collect documents, submit an application, and personally visit the Ministry of Transport to obtain a paper permit, which took up to a day. Now, the process of obtaining permits will be reduced to 10 minutes.
To address this issue, e-Permit software has been developed, allowing for electronic coordination and issuance of special permits, as well as online application submissions and cashless payments through electronic wallets. All information between relevant authorities is now transmitted electronically through the "Tündük" platform.
The second reform concerned the simplification of transport control at the borders of the member states of the Eurasian Economic Union. Many logistics companies and entrepreneurs faced the problem of the lack of data exchange regarding transport control results between Kyrgyzstan and other EAEU countries. This led to the necessity of providing documents in paper form at the borders, causing delays.
Within 100 days, integration and updating of data exchange between responsible authorities were carried out in accordance with EAEU requirements. The simplification of the transport control procedure was achieved through electronic data exchange, automation of processes, and improved interaction between agencies. Additionally, the information systems of government bodies were refined, and electronic issuance of permits for cabotage transport was implemented, significantly reducing the time for crossing the border and lowering administrative barriers.
