The President announced the creation of an Investigative Committee

The President, Sadyr Japarov, announced plans to create a new Investigative Committee in an interview with the Kabar agency. According to him, the main investigative functions will be transferred to this new structure, while the General and Military Prosecutor's Offices will continue to oversee the legality of the actions of all state bodies.

“Why are we creating the Investigative Committee?” the president asks. “It is important to think about the future and long-term prospects.” He noted that currently both the State National Security Committee (GKNB) and the Ministry of Internal Affairs (MVD) have operational investigative units and investigators who report to one minister.

Japarov provided an example: an operative can present the investigator with case materials that do not correspond to reality and may attempt to "frame" a person.

“When it comes to the investigator, he may realize that this case will not hold up in court and refuse to accept it,” the president added.

However, according to Japarov, the minister can call the investigator and demand that he accept the case, forcing him to comply.

The president emphasized that this leads to injustices that still occur. The new Investigative Committee will report directly to the president, allowing him to reject "raw" or fabricated cases coming from operatives or ministers. “Criminal cases will not be initiated,” Japarov assures.

He also added that citizens who become victims of injustice should not end up behind bars—they will be released immediately.

“Thus, we will be able to ensure the protection of human rights at a level of 95%,” the president noted, adding that this will create security for future generations.

Regarding economic crimes, Japarov stated that only those who actually committed a crime will be punished, while the innocent will be released. “When two different bodies do not report to each other, it leads to more objective decisions,” he noted.

The president also emphasized the importance of long-term work in this direction.

“We will prepare the necessary infrastructure and technical means. A decree will be issued, draft laws will be submitted to the Jogorku Kenesh, and after their approval, organizational work will begin. This year we will host the SCO summit and the World Nomad Games, so the implementation of the reform will start next year,” the president concluded.
