In order to reform the national security system in the Kyrgyz Republic, structural and organizational changes are being implemented. Jumgalbek Shabdanbekov noted that these reforms are aimed at creating a mobile and effective structure that can adequately respond to changes in the international situation.
Shabdanbekov emphasized that the reform includes not only structural changes but also optimization of staff numbers, redistribution of responsibilities, as well as strengthening analytical functions and human resources potential. An important aspect is the focus on discipline and the moral preparedness of employees.
He also pointed out the necessity of depoliticizing the GKNB, so that the agency is not used in the interests of any political groups, but acts solely within the framework of the law.
Professionalization of the structure will mean that appointments to leadership positions will be based on professional qualities rather than political loyalty. The GKNB plans to eliminate the influence of tribalism and regionalism, which will help avoid corruption and improve operational activities.
The reform also implies a transition to legal methods of management, which should replace outdated military approaches. Shabdanbekov noted that the fight against corruption should become more systematic and less demonstrative, with an emphasis on clear rules and regulations.
Speaking about the tasks of the GKNB, Shabdanbekov emphasized that their work includes identifying and preventing actions by foreign intelligence services, combating terrorism, extremism, and corruption, as well as protecting the constitutional order.
Regarding the unlawful actions of employees, he assured that all violations will be investigated, and those responsible will be held accountable. The agency will focus on the legality and transparency of its actions concerning business.
In response to questions about arrests, Shabdanbekov confirmed that investigations are currently underway regarding former GKNB employees, and they are being conducted strictly in accordance with the law. He also added that the president instructed to act without "mask shows" and PR.
As for the blocking of the social network TikTok, Shabdanbekov explained that this decision was made due to the dissemination of information that does not comply with the norms and traditions of the country. He emphasized that the interests of children should be a priority.
The GKNB plans to continue monitoring the internet space to identify destructive content that may harm the youth.
Shabdanbekov assured that the agency will continue its work in combating corruption and organized crime, as well as strive to create a structure that meets modern requirements.
