According to the minister, in accordance with the legislation on local self-government, issues related to the local budget should fall under the jurisdiction of structures operating within local self-government bodies. In Bishkek and Osh, local authorities have the status of independent entities with their own budgets; however, financial management is overseen by the Ministry of Finance.
"At the moment, the structure of the Ministry of Finance is responsible for preparing the budget, executing it, and defending it in the city council. This is somewhat incorrect," Baketaev noted.
He added that new structures will be formed within the city administrations that will take on the responsibility for managing local budgets.
