The President signed a new anti-corruption law

President of the Kyrgyz Republic Sadyr Japarov has signed a new law "On Counteracting Corruption." This law was approved by the Jogorku Kenesh on January 15, 2026.

The main goal of adopting this law is to improve mechanisms for combating corruption, as well as to address existing problems related to assessing the level of corruption in state and local government bodies. The focus is also on the development of digitalization, educational and informational-preventive work to foster an anti-corruption culture and create an atmosphere of intolerance towards corrupt practices. The law is also intended to implement the Decree of the President of the Kyrgyz Republic "On the State Strategy for Counteracting Corruption in the Kyrgyz Republic for 2025-2030," issued on June 5, 2024, under number 137.

According to the new law, the following provisions are established:

– definition of the subject of regulation, goals, and tasks related to counteracting corruption, as well as a clear definition of concepts, which will minimize opportunities for abuse;

– establishment of the circle of subjects engaged in the fight against corruption, their functions and responsibilities, including authorized state bodies responsible for preventing corruption, as well as the obligations of municipal bodies and legal entities with state participation;

– measures for the prevention and fight against corruption, including the establishment of liability for violators and minimizing the consequences of corrupt actions;

– creation of a unified register of corrupt crimes, which will be maintained by the authorized body for preventing corruption, as well as a register of offenses related to conflicts of interest, under the management of the state body on civil service issues.

This law will come into force ten days after its official publication.
