The Central Election Commission (CEC) received a statement from candidates who participated in the early elections for deputies of the Jogorku Kenesh in multi-mandate constituency No. 13, which took place on November 30, 2025.
According to the CEC, the candidates requested a review of the resolution dated December 3, 2025, number 161, based on newly emerged circumstances.
For a thorough and impartial consideration of this statement, the CEC sent an official request to the Ministry of Internal Affairs.
According to information from the Ministry of Internal Affairs, during the investigation of the criminal case regarding violations of electoral rights, individual cases of violations of electoral legislation were identified, related to the installation of video surveillance by supporters of one of the candidates at various polling stations.
Based on the presented data, the identified violations are of an individual nature and do not indicate the presence of organized or mass influence on the voting results in the constituency as a whole.
The results of the investigation do not contain evidence that the mentioned actions affected the distribution of mandates or hindered the establishment of reliable election results.
After reviewing the provided information and referring to the Constitution of the Kyrgyz Republic, as well as to the laws "On the Elections of the President and Deputies of the Jogorku Kenesh" and "On the Central Commission for Elections and Referendums," the CEC made the following decisions:
To annul the CEC resolution dated December 3, 2025, No. 161. To recognize the early elections for deputies of the Jogorku Kenesh in multi-mandate constituency No. 13 as valid. To invalidate the votes cast for candidate Sydykov B.U., with the corresponding ballots categorized as invalid. To approve the protocol on the results of the early elections in multi-mandate constituency No. 13. To recognize the following candidates as deputies of the Jogorku Kenesh in multi-mandate constituency No. 13:- Aibek Altynbekov;
- Talant Mamytov Turdumamatovich;
- Aigul Karabekova Asanovna.
