This decision, formalized by decree No. 28, was signed on January 26, 2026, and aims to prepare for the construction of a small hydroelectric power station in the territory of the Kanysh-Kyya rural area.
As part of this transformation, the following lands are included in the new category:
- from agricultural land — 19.34 ha, including irrigated arable land, gardens, fallow land, and dryland;
- from forest fund land — 12.5 ha, located within the Chatkal Forestry (compartments No. 22, 23, and 24).
The State Administration of the Chatkal district is tasked with:
- making changes to land registration documents;
- ensuring the use of the plot in accordance with its intended purpose;
- conducting analysis and involving unproductive lands in agricultural circulation;
- developing and approving urban planning documentation;
- ensuring the protection of historical and cultural heritage sites with the involvement of an archaeologist;
- taking measures to reclaim the plot in case of its misuse;
- maintaining a right-of-way for roads.
Control over the implementation of this decree is entrusted to the Presidential Administration. The document will come into effect 10 days after its official publication.
Background
In 2024, an agreement was signed for $200 million for the construction of 4 cascades of small hydropower plants.
The PPP project "Construction, operation, and maintenance of the Chatkal small hydropower plant cascade: Bashky-Terek, Korgon-Sai, Chunkurchak, and Aygyr-Dzhal" is being implemented on the Chatkal River within the Kanysh-Kyya rural area. The project provides for the creation of four cascades of small hydropower plants with a total capacity of 160 MW. This project will also ensure additional irrigation for 1,800 hectares of agricultural land.
