A resident of the city of Manas organized a "black pawnshop" at home. Interest rates on loans exceeded 150%.
In Manas, during inspections, illegal activities related to usury were uncovered, organized by a citizen of the Kyrgyz Republic, "A.E.S.". She created a "black pawnshop" at her home, where she issued loans secured by movable and immovable property, as well as jewelry, setting an interest rate of over 150% per annum. This information was provided by the State Committee for National Security (SCNS) of Kyrgyzstan.
One of the recorded cases was a loan agreement between a citizen of the Kyrgyz Republic, "Sh.K.U.", and "A.E.S.", under which the latter received 1 million soms. He paid 150,000 soms monthly as interest. Throughout the loan repayment period, "A.E.S." repeatedly attempted to illegally seize the property of "Sh.K.U.", resorting to extortion and threats, including the seizure of a vehicle. On February 4, 2026, when "A.E.S." received another 200,000 soms, she was detained at the time of the transaction. During searches at her residence, passports for real estate, ID passports, documents of ownership for land plots, and pledged jewelry were discovered.
During the investigative actions, "A.E.S." admitted her guilt.
As a result of the investigation, citizen "A.E.S." was placed in the temporary detention facility of the SCNS of the Kyrgyz Republic. Currently, necessary investigative measures are ongoing to identify victims and other borrowers, as well as owners of pledged property. After the completion of all investigative actions, the seized assets will be returned to their lawful owners.
The SCNS of the Kyrgyz Republic is also conducting operational activities to identify other individuals engaged in similar illegal usury activities, who provide money to the population under deliberately unmanageable conditions, profiting from pledged property.
