
It is also worth noting that after drilling a well and putting it into operation, it is necessary to keep track of the volume of water extracted using water measuring devices and pay the "royalty" tax for the water used.
To drill a well, the following conditions must be met:
- Obtain a license and a licensing agreement from the State Geological Service of the Kyrgyz Republic;
- Develop a project and undergo an environmental expertise;
- Keep track of water usage and pay the "royalty" tax for the extracted water.
The rates of the "royalty" tax are:
- 15.0 tyiyns for drinking water;
- 10.0 tyiyns for technical water.
If the well is drilled for an individual residential house to a depth of up to 30 meters and only technical water is used, no additional documents are required. However, if the well is used for entrepreneurial activities — for example, for baths, catering establishments, car washes, and other facilities — compliance with all the above requirements is mandatory.
Failure to comply with water legislation may result in administrative fines, according to the Code of Offenses of the Kyrgyz Republic:
- for individuals — from 1,000 to 20,000 soms;
- for legal entities — from 13,000 to 65,000 soms.
Additionally, there may be claims for damages caused.
