ARIS transformers in remote areas are not on the balance sheet; repairs are charged for, - deputy

Deputy Rustambek Sovetbek uulu raised the issue of transformers installed in remote regions of the country as part of the ARIS program during a plenary session of the Jogorku Kenesh on February 4, 2026.
He pointed out the problem that in some cases, government agencies refuse to service these transformers or require a separate fee for their repair, especially in Nookat, where there are several such devices.
Deputy Minister of Energy Altynbek Rysbekov responded that there are many transformers in Kyrgyzstan that are not registered with the Ministry of Energy. Currently, the agency is working on transferring them to its balance sheet.
According to Rysbekov, to carry out this transition, it is necessary to have documents for the transformer itself and a decision regarding the land plot on which it is installed.
The meeting also discussed the draft law "On Amendments to the Law of the Kyrgyz Republic on Renewable Energy Sources," which is being prepared for its second reading.
