The Cabinet of Ministers of Kyrgyzstan approved the Regulation on Minimum Requirements for the Organization of Pawnshop Activities

The Government of Kyrgyzstan has approved a new resolution regarding pawnshop activities.

According to part 8 of article 4 of the Law of the Kyrgyz Republic "On Pawnshop Activities" and in accordance with articles 13 and 17 of the Constitutional Law of the Kyrgyz Republic "On the Cabinet of Ministers of the Kyrgyz Republic," the Cabinet of Ministers makes the following decisions:

1. Establish minimum requirements for the size of authorized capital for pawnshops:

1) starting from January 1, 2025 — no less than 3,000,000 (three million) soms;

2) starting from July 1, 2026 — no less than 7,000,000 (seven million) soms;

3) starting from July 1, 2027 — no less than 14,000,000 (fourteen million) soms;

4) starting from July 1, 2028 — no less than 20,000,000 (twenty million) soms.

2. Approve the Regulation on Minimum Requirements for Organizing Pawnshop Activities on the Territory of the Kyrgyz Republic in accordance with the appendix.

3. Recognize the following resolutions as having lost their force:

1) Resolution of the Government of the Kyrgyz Republic "On Issues of Pawnshop Activities" dated June 8, 2017, No. 353;

2) paragraph 9 of the Resolution of the Government of the Kyrgyz Republic "On Amendments to Certain Decisions on Counteracting the Financing of Terrorism and Legalization of Criminal Proceeds" dated September 16, 2019, No. 477;

3) paragraph 3 of the Resolution of the Government of the Kyrgyz Republic "On Amendments to Certain Decisions on Non-Banking Financial Market Issues" dated January 30, 2020, No. 43;

4) Resolution of the Cabinet of Ministers of the Kyrgyz Republic "On Amendments to the Resolution 'On Issues of Pawnshop Activities'" dated June 24, 2022, No. 330;

5) paragraph 1 of the resolution dated September 22, 2023, No. 502, regarding pawnshop activities;

6) paragraph 1 of the resolution dated November 6, 2024, No. 671, also regarding changes in the pawnshop sector;

7) paragraph 2 of the resolution dated September 3, 2025, No. 556 on licensing and permitting activities.

4. Subjects of pawnshop activities must bring their operations in line with the new requirements within six months.

5. The resolution comes into force fifteen days after its official publication.
