Meeting of the EEC Council in Moscow. What benefits have been granted to Kyrgyzstan
Daniyar Amangeldiev, the First Deputy Prime Minister of Kyrgyzstan, participated in a meeting of the Eurasian Economic Commission (EEC) Council held in Moscow. This was reported by the Cabinet of Ministers of the Republic.
The agenda of the meeting included 32 items, among which were discussed aspects of customs and tariff regulation, financial support for joint projects, as well as issues related to industrial cooperation and phytosanitary safety.
One of the most important decisions was the introduction of amendments to the EAEU regulatory acts aimed at ensuring food security. Kyrgyzstan was granted a tariff exemption for the import of 20,000 tons of raw cane sugar, which will be exempt from import duties until the end of 2026. This measure is aimed at supporting local processing enterprises and stabilizing sugar prices in the domestic market.
Additionally, at the initiative of Kyrgyzstan, the extension of customs duty exemptions for turboprop civil aircraft until December 31, 2028, was approved. This decision is intended to update the aviation fleet and improve the network of regional air transport within the Union.
One significant step for the agricultural sector was the agreement on the draft Protocol on amendments to the EAEU Treaty. This document proposes the launch of a financial support mechanism for joint cooperative projects in the agro-industrial complex funded by the Union's budget.
Previously, such support was provided only for industry; now, preferential financing will also be available for interstate agricultural initiatives, which will help develop import substitution and increase the export potential of the EAEU member states.
The EEC Council also updated the Regulations on phytosanitary control within the Union, introducing new norms aimed at:
- creating a safe environment for honest market participants;
- combating dishonest entrepreneurs providing false information in certificates;
- increasing the effectiveness of control and the level of quarantine safety throughout the EAEU.
A decision was also made to provide tariff exemptions for raw materials for the food industry. The import duty on non-degreased cocoa paste, cocoa butter, and cocoa fat will be abolished until April 30, 2027.
This measure will ensure a stable supply of quality ingredients to local confectionery factories, which will help reduce the cost of finished products, increase their competitiveness, and curb price growth in the consumer market of Kyrgyzstan.
