The EEC supported Kyrgyzstan's initiatives on sugar, aviation, and agricultural financing benefits.
The agenda included 32 issues related to various aspects such as customs and tariff regulation, financial support for joint projects, phytosanitary safety, and industrial cooperation.
A key decision was the amendment of the regulatory framework of the EAEU aimed at ensuring food security. Kyrgyzstan received tariff preferences for the import of raw cane sugar. According to the decision, the republic is exempt from paying import customs duties on 20,000 tons of sugar until December 31, 2026. This will assist domestic processing enterprises and stabilize prices in the domestic market.
Additionally, at the proposal of the Kyrgyz Republic, the validity of customs duty exemptions for turboprop passenger aircraft has been extended, which will now be in effect until December 31, 2028. This decision is aimed at updating the fleet of aviation equipment and developing regional air transport within the Union.
The draft Protocol on amendments to the EAEU Treaty was also approved, which will allow the launch of a mechanism for financial support of joint agro-industrial projects from the Union's budget. Previously, such support was only available for industry, but now interstate agricultural projects will be able to benefit from preferential financing, which will promote import substitution and increase the export potential of EAEU countries.
The EEC Council also made changes to the rules of quarantine phytosanitary control on the territory of the Union, aimed at:
- creating favorable conditions for honest market participants;
- combating dishonest entrepreneurs providing false information about product recipients in certificates;
- increasing the efficiency of control and ensuring quarantine safety throughout the EAEU.
Moreover, a decision was made to introduce tariff exemptions on raw materials for the food industry. Until April 30, 2027, non-deodorized cocoa paste, cocoa butter, and cocoa fat will be exempt from import duties.
This measure will ensure a stable supply of quality raw materials for domestic confectionery enterprises, reduce the cost of finished products, enhance their competitiveness, and also curb the rise in consumer prices in the domestic market of the Kyrgyz Republic.
