"Systemic Crisis at 'Kyrgyzpharmacy': Health Minister Demands Radical Changes from New Leadership of State Enterprise"
In his speech, the minister emphasized that "Kyrgyzpharmacy" is in a state of systemic crisis, despite the availability of funding. The efficiency of the enterprise's operations has significantly decreased: purchases are regularly disrupted, resulting in the population and medical institutions not receiving the necessary medications and equipment on time.
According to Dosmambetov, the main factors contributing to this situation are internal management problems, including weak leadership and conflicts of interest. In some cases, former leaders were involved in schemes with pharmaceutical companies. Therefore, it was important that the new director be independent of the pharmaceutical mafia. Junusov Bolot Tologonovich, who has no ties to industry structures, has experience in public service and crisis management.
In addition, the minister reported that to ensure balanced management, a second deputy director will be appointed from among qualified pharmacists, who will be responsible for procurement and the formation of drug lists. This will improve control over all areas related to pharmaceuticals, in accordance with WHO requirements and international standards.
One of the main tasks of the new leadership, the minister noted, is to establish direct connections only with verified manufacturers, excluding intermediaries and shell companies that do not provide adequate service after deliveries. The ministry plans to purchase medical equipment from reliable global manufacturers that offer long-term warranties. There will also be an emphasis on using international non-proprietary names (INN) to reduce the influence of commercial manipulations.
Dosmambetov also highlighted the need to restructure the logistics and pharmacy network "El Aman." In the near future, the state enterprise "Kyrgyzpharmacy" plans to obtain a state loan of 2 billion soms, of which 500 million will be allocated for the development of the pharmacy network to provide the population with affordable and quality medicines. At the same time, a centralized unit for the maintenance of medical equipment will be created, and medical engineers will be introduced into hospitals.

• Education: Graduated from the Kyrgyz State National University with a degree in "historian" and the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.
• Work experience: Worked in business, served as the Extraordinary and Plenipotentiary Ambassador of Kyrgyzstan to Russia, and was the first deputy head of the government apparatus of the Kyrgyz Republic.
The appointment of the new director is related to the necessity of developing and ensuring the effective operation of the state pharmaceutical enterprise.
