During his address, the minister emphasized that "Kyrgyzpharmacy" needs urgent and radical measures.
“This enterprise, responsible for providing all medical institutions in the country with quality and affordable medications, has been experiencing a serious crisis in recent years. Although funding is available, the effectiveness of operations is virtually absent. Purchases are not made on time, leading to a shortage of vital medicines and equipment for the population and hospitals,” he noted.
According to the minister, the main reason for the current problems lies not in external factors, but in inadequate management: weak management, conflicts of interest, and, in some cases, the involvement of previous leaders in schemes with pharmaceutical companies.
“Therefore, when selecting a new director, a key requirement was independence from the pharmaceutical mafia. Bolot Tologonovich Junusov has no connections with industry structures and possesses experience in public service, international diplomacy, and crisis management,” the minister added.
Furthermore, the minister noted that balance in leadership will be achieved through a second deputy, who will be a professional pharmacologist responsible for medication supply and procurement, ensuring that the medications meet WHO standards.
According to Dosmambetov, one of the key tasks for the new leadership will be to work exclusively with verified manufacturers, to refuse intermediaries, and to stop purchases from "one-day firms" that do not provide adequate service and guarantees. The procurement of medical equipment should be done from global manufacturers with a warranty of at least 15 years, based on international non-proprietary names (INN) and the actual needs of the healthcare system.
Additionally, the minister emphasized the need to restructure the logistics and pharmacy network "El Aman". The State Enterprise "Kyrgyzpharmacy" aims to obtain a state loan of 2 billion soms, of which 500 million will be directed towards the development of the "El Aman" network to provide the population with accessible and quality medications. Moreover, there are plans to create a centralized service unit for the maintenance of medical equipment and to introduce medical engineers into hospitals.
