As previously reported by the Department of Ground and Water Transport of Kyrgyzstan, Kyrgyz carriers faced the necessity of paying a state fee for the use of oversized vehicles on the territory of Azerbaijan. During discussions between the Embassy of Kyrgyzstan and the relevant authorities of Azerbaijan, it was revealed that one of the main reasons for the introduction of administrative measures was the exceeding of permissible dimensional parameters, especially in height, which exceeds 4 meters.
In this regard, AYNA reminded about the maximum allowable parameters for international freight transport without special permission. Thus, a road train consisting of a two-axle tractor and a three-axle trailer must meet the following requirements:
- Length — no more than 20 meters
- Width — no more than 2.55 meters (for isothermal bodies — up to 2.6 meters)
- Height — no more than 4 meters
- Overall weight — no more than 40 tons
The regulation of the movement of oversized and heavy vehicles is carried out in accordance with Article 48 of the Law of the Republic of Azerbaijan "On Road Transport" and the Cabinet of Ministers' resolution dated July 7, 2009, No. 104. If the established parameters are exceeded, carriers, including foreign companies, must obtain special permission.
To obtain such permission, owners or users of vehicles must submit an electronic application on the portal e-xidmet.ayna.gov.az, attaching the necessary documents. The package includes the application, an agreement form, a diagram of the road train indicating axle loads, technical passports of the vehicles, an international consignment note (CMR), as well as documents or photographs confirming the indivisibility of the cargo.
The amount of the state fee for issuing one special permit is 50 manats, with an additional 30 manats charged for route determination.
Depending on the dimensions and weight of the cargo, escort may be required. For example, if the length exceeds 24 meters, width exceeds 2.55 meters, height exceeds 4 meters, or overall weight exceeds 50 tons, transportation must be carried out under the escort of a vehicle from the State Agency of Automobile Roads of Azerbaijan. The cost of such escort will be 1.49 manats per kilometer.
In cases of even greater exceedances of parameters — length over 30 meters, width over 3.5 meters, or weight over 80 tons — escort by a vehicle from the State Road Police is required, which will cost 1.68 manats per kilometer.
Thus, the Azerbaijani side emphasizes that the collection of fees and the application of administrative measures to Kyrgyz carriers is not related to the transit process itself, but to violations of established dimensional and weight norms.
