In Azerbaijan, the reasons for charging fees from Kyrgyz transporters have been explained.

- Recently, there has been an increase in inquiries to the Embassy of the Kyrgyz Republic in Azerbaijan from transport companies that carry out both transit and final transportation within Azerbaijan. This is reported by the Department of Ground and Water Transport.

Transporters indicate that in Azerbaijan they face the necessity of paying a state fee for the use of oversized vehicles.

To gain a deeper understanding of the situation, the Embassy of the Kyrgyz Republic has established working contacts with the Ground Transport Agency, customs authorities, and other relevant structures in Azerbaijan.

Azerbaijani officials noted that one of the main reasons for the application of administrative measures against Kyrgyz transporters is exceeding dimensional restrictions, particularly height, which should not exceed 4 meters. In such cases, transporters are required to pay a state fee according to Azerbaijani legislation.

According to information from the Azerbaijani side, violations related to height exceedances are most often recorded with car carriers transporting vehicles to Kyrgyzstan.

Moreover, the competent authorities of Azerbaijan have identified other systemic violations in the process of international road transport. These include delays in submitting preliminary declarations, errors in accompanying documents, absence or incorrect registration of the international consignment note (CMR), as well as violations related to permit documents. Given the increase in cargo transportation volumes, there is a need for further simplification and unification of the working conditions for Kyrgyz transporters in Azerbaijan," the department reports.

In this regard, it is proposed to enhance cooperation between the transport ministries of Kyrgyzstan and Azerbaijan, including issues of digitalization in the transport sector. The possibility of transitioning to electronic issuance of permits for transit transport is being considered, which could reduce administrative barriers and decrease the number of technical violations, the department's statement says.

“There is also the possibility of organizing a working trip for representatives of the transport ministry of the Kyrgyz Republic, responsible for issuing permits and monitoring vehicle parameters, to Azerbaijan. Within the framework of multilateral cooperation among the member states of the Turkic States Organization, an agreement has already been reached on a phased transition to electronic permits in the field of international road transport, which creates additional opportunities for implementing these initiatives at the bilateral level,” the department added.
