Ministry of Economic Development: Citizens' Complaints About Pawnshops Decreased After Changes to the Law in 2024

After the changes to the legislation in 2024, the number of complaints from citizens about pawnshops significantly decreased. This was reported on the radio by Süyörkul Ashimjan uulu, the chief specialist of the supervision, control, and monitoring department of the financial market at the Ministry of Economy and Commerce.

He noted that before the reform, most citizen complaints were related to high interest rates and additional fees associated with loans from pawnshops. "Many citizens faced difficulties in timely repayment of short-term loans, and when extending the term, additional interest accrued, which caused dissatisfaction," the expert explained.

According to him, the Financial Supervision received over a thousand such complaints. As a result, the agency initiated directives to pawnshops and, in some cases, returned funds to citizens, with a total amount of about 60 million soms, fulfilling its functions of control and consumer rights protection.

After the legislative changes, the number of complaints received significantly decreased, as the main issues, such as high interest rates and illegal charges, were resolved. Since 2024, both planned and unplanned inspections have been conducted; however, in 2025, unplanned inspections were rare—only 5-6 cases, all of which concerned citizen complaints.

"Among the complaints received after 2024, the main focus is on compliance with loan repayment deadlines and the rules for storing property in pawnshops, such as the temporary conditions for placing collateral in parking. There are no longer complaints regarding interest rates, as the changes in the law clearly established limits and the procedure for their calculation," added Süyörkul Ashimjan uulu.
