The Ministry of Economy of the Kyrgyz Republic reminded about the ban on pawnshops accepting real estate as collateral.

- In accordance with current legislation, pawnshops are entitled to provide short-term loans to the public exclusively against the collateral of movable property, which includes equipment and vehicles, noted Ashimzhan uulu.

He emphasized that the law strictly prohibits accepting real estate as collateral. Pawnshops can only operate with movable property.

The specialist also reported that there have been recorded cases of illegal activities where pawnshops accept land plots and other real estate as collateral, which leads to their confiscation.

“Such actions are categorically prohibited by law, although similar violations occur in isolated cases,” he added.

Ashimzhan uulu stated that the Financial Supervision regularly conducts both scheduled and unscheduled inspections. Unscheduled inspections are carried out only upon receiving complaints from citizens.

“If citizens encounter violations of their rights, we strongly recommend contacting the Financial Supervision. Based on such complaints and confirmed facts, we have the opportunity to respond promptly,” he explained.

The ministry representative also noted that information about possible violations can be sent both by email and in written form.

“This applies not only to scheduled and unscheduled inspections. If citizens are aware of violations, they can inform us,” he added.

Suyorkul Ashimzhan uulu reminded that the KR Law “On the Activities of Pawnshops” was adopted on June 22, 2016, after which institutions were required to obtain licenses. However, from 2018 to 2024, there was a moratorium on conducting inspections of business entities.

“During this period, scheduled inspections were not conducted. We limited ourselves to only unscheduled inspections, which were carried out based on citizen complaints and with the consent of the Ministry of Economy,” he noted.

Since 2025, the moratorium has been lifted, and scheduled inspections have resumed.

“In 2025, the operations of about 40 pawnshops were inspected. Unscheduled inspections were also conducted based on citizen complaints. The total amount of imposed fines exceeded 2 million 200 thousand soms,” Ashimzhan uulu reported.

At the same time, he noted that as a result of the inspections, no facts of accepting real estate as collateral were found.
