It is reported that, at the moment, comments and suggestions have been received from both countries, and preparations for expert negotiations within the framework of the interagency working group of Kyrgyzstan are actively ongoing.
Kambar-Ata HPP-1
The construction of the Kambar-Ata HPP-1, with a capacity of 1860 MW and already awarded the status of a "project of the century," is in the active implementation stage.
This year, the competition for updating the feasibility study (FS) developed in 2014 has been completed. A contract with the winner of the competition has been signed, and work has already begun. The type of dam for the HPP has also been determined.
As part of the project implementation, the World Bank has allocated an additional $13.6 million to the previously allocated $5 million. Furthermore, the possibility of financing the main construction works for a project amounting to $1.5 billion for three countries: Kyrgyzstan, Kazakhstan, and Uzbekistan, is being considered.
During the meetings held, 9 donors expressed interest in financing the Kambar-Ata HPP-1 project for a total amount of $2.5 billion.
The environmental and social impact assessment (ESIA) has been completed, for which the World Bank allocated $18.6 million.
The draft intergovernmental agreement sent on September 30, 2025, has already received opinions and comments from the Kazakh and Uzbek sides, and preparations for negotiations at the level of the interagency working group of Kyrgyzstan are currently ongoing.
Achieved results:
- The construction of a concrete road 8.6 km long from the 318th kilometer of the Bishkek–Osh road to notch No. 2 has been completed; acceptance procedures are currently underway;
- On the section from notch No. 2 to the Kambar-Ata HPP-1 site, 4 km have been completed out of 4.7 km, which is 85% of the total volume of work;
- All drilling and concrete works for the transport tunnel TT-2, 126 m long, have been completed, and the facility is ready for acceptance;
- The 110 kV power transmission line and the 110/6 kV substation have been completed over 11.5 km: the line is fully assembled, 25 supports have been installed, and work on the substation is nearing completion;
- The construction of a shift camp for 100 people with an administrative building, dormitory, cafeteria, and auxiliary facilities has been completed by 60–70%;
- The bridge over the Naryn River to the right bank of the Kambar-Ata HPP-1: 4 concrete supports have been erected, and work is currently underway on the installation of metal structures for the bridge, which is over 180 m long, with a readiness of 50–60%;
- Construction and installation work for the operational phase of the transport tunnel TT-2: the concrete road 1,387 m long has been completed, internal works are ongoing, with overall readiness at 55–60%.
