"Where are the 4 billion soms?" Torobaev inquires about the reasons for the losses of "Electric Stations" after the shutdown of Bishkek CHPP.
During the event, Deputy Prime Minister Bakyt Torobaev raised the issue of the financial condition of JSC "Electric Stations" and inquired whether the company had managed to achieve profitability.
The General Director of JSC "Electric Stations," Alpbek Sadyrov, reported that during the first six months of 2025, the enterprise did show a profit; however, by the end of the year, due to loan obligations, there was no net profit.
Torobaev clarified that previously, the Bishkek CHPP required subsidies amounting to 1.5 billion soms.
“Today we are allocating 4 billion soms in subsidies to the Bishkek CHPP, which were previously covered by you. Now we have removed the CHPP from your balance sheet and transferred it to the city administration. In simple terms, we have relieved you of a burden of 4 billion soms. So where are these 4 billion soms?” asked Torobaev.
Alpbek Sadyrov replied that the modernization of the Toktogul and Uchkurghan hydropower plants was carried out through loans, and the company had to take on the obligations to repay them.
In conclusion, Torobaev requested a detailed analysis of the company's financial condition before and after the transfer of the Bishkek CHPP to the management of the city administration.
