The Parliament of Kyrgyzstan adopted the draft law "On Labor Protection" in the first reading
Today, January 22, during the session of the Jogorku Kenesh, the draft law "On Labor Protection" was discussed and adopted in the first reading.
The initiator of this draft law was the Chairman of the Cabinet of Ministers of Kyrgyzstan.
The Deputy Minister of Labor, Social Protection, and Migration, Kamchybek Dosmatov, presented details about the project. The main goal of the document is to create safe and healthy working conditions, prevent accidents and occupational diseases, as well as improve the labor protection system at both the state and corporate levels. The draft law also establishes a legal framework for effective monitoring of compliance with labor safety standards and increases the responsibility of employers for working conditions.
During the discussion, Deputy Suyunbek Omurzakov emphasized the need to align the provisions of the draft law with the Labor Code. Deputy Kamila Talieva noted the importance of reviewing subordinate legislation to ensure compliance with the Labor Code and suggested holding parliamentary hearings on this issue.
Deputy Karybek uulu Ulukbek clarified how the prevention of workplace accidents would be ensured. Gulsharkan Kultaeva raised the issue of the procedure for recalling an employee from annual paid leave. Toktobubu Ashymbaeva highlighted the need for monitoring compliance with labor safety standards and promised to submit her proposals to the draft law. Mederbek Aliev proposed to consider the possibility of reducing working hours for elderly people and those suffering from chronic illnesses during the hot summer months.
The Jogorku Kenesh also reviewed and adopted in the second reading the draft law "On the Recognition of Certain Legislative Acts of the Kyrgyz Republic as Invalid." The initiator of this draft law is also the Chairman of the Cabinet of Ministers.
The information about this draft law was presented by the Deputy Chairman of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh, Kubanychbek Samakov. The project aims to recognize a number of legislative acts as invalid, concerning the approval of reports on the execution of republican budgets, as they have lost their relevance, as well as laws on amnesty and the interpretation of laws that are no longer in effect.
