Deputy Minister of Energy Altynbek Rysbekov presented this initiative.
According to him, the draft law was developed in accordance with the presidential decree aimed at attracting investments in the green economy, specifically in projects related to the fuel and energy complex.
In particular, the project provides for the abolition of the guaranteed tariff with a coefficient of 1.3 for electricity produced using renewable sources.
Moreover, currently, electricity tariffs are set by the Cabinet of Ministers in the national currency. The adopted draft law will allow prices to be set in foreign currency for the implementation of public-private partnership projects and investment projects in the fuel and energy complex, which, in turn, should positively impact the attraction of foreign investments and improve the investment climate in the country.
The draft law also clarifies the concept of the preferential period for the maximum tariff for renewable energy sources and introduces a "auction" mechanism for selecting projects and determining the tariff by reducing the maximum level. This will ensure greater transparency in the selection process and enhance the competitiveness of projects.
As a result of the discussion, the document was approved in the first reading.
