- On January 22, 2026, during a plenary session of the Jogorku Kenesh, Deputy Gulya Kozhokulova reminded about the ongoing state of emergency in the energy sector in the country.

She raised a question regarding the actions of the Ministry of Energy in this situation.

Deputy Minister of Energy Altynbek Rysbekov responded that work is currently underway to increase the volume of electricity generation.

As part of the discussed bill, the cancellation of the guaranteed tariff with a coefficient of 1.3 for electricity generated using renewable sources has been proposed.

Kozhokulova expressed concern about the cancellation of this coefficient, as it may create risks for investors.

The Deputy Minister clarified that after the cancellation of the coefficient, the tariff will be fixed and will be set in both national and foreign currencies.

At the time of the discussion, the bill "On Amendments to the Law of the Kyrgyz Republic on Renewable Energy Sources" was at the stage of its first reading.

Reference

In Kyrgyzstan, a boosting coefficient of 1.3 is applied for renewable energy sources (RES) for solar and wind generation, and coefficients are provided for auction mechanisms (to determine tariffs) and tariffs in foreign currency to attract investors and stimulate the development of RES projects within the framework of energy sector reforms.

Main coefficients and their use:

Coefficient 1.3 for RES: In Kyrgyzstan, the current boosting coefficient of 1.3 is applied for calculating the tariff for electricity from solar and wind installations.

Auction mechanism: The bill proposes the introduction of an auction mechanism, where the tariff will be determined by reducing the ceiling level, which will enhance the competitiveness of projects.

Currency coefficients: The possibility of setting tariffs in foreign currency is proposed to reduce currency risks associated with investments in RES projects.
