The project for the construction of new apartments is aimed at addressing the housing crisis affecting young families, divorced parents, and elderly people. It is expected that key elements of the plan will be enshrined in a special decree from the Prime Minister. Some of these provisions have already been reflected in the adopted budget, and in the coming weeks, the government plans to discuss the details of implementation with social partners, including trade unions and businesses.

How will the project be implemented?


Rent-to-Buy Model


Young people, couples, and single parents will be able to rent housing at an affordable price, with the option to buy it later at a predetermined cost. This creates conditions for those who cannot immediately purchase an apartment but want to invest in their future.

Social Housing for the Elderly:

The plan includes the expansion and modernization of housing available for elderly citizens, taking into account their financial capabilities and needs. For the first time, the possibility of property exchange has been proposed in this segment, allowing elderly people to move to more compact and convenient housing, freeing up space for larger families.

Regulated Rent and Tax Benefits:

Rent under the new schemes will be regulated at the regional level, based on the actual income of families. Tax incentives are expected for private landlords providing housing under such mechanisms.

The Prime Minister emphasized:

“This is not a giveaway of housing. This is a sustainable project that takes into account social mobility and the need for modern forms of rental.”

Given the rising property prices, especially in large cities, and the shortage of social housing, this project could become an important tool in the coming years. However, experts emphasize that success will depend on the selection mechanisms, the actual rental costs, and the pace of implementation.

The construction of the first facilities is expected by the end of 2026. Local authorities will receive expanded powers in managing applicant lists and access criteria for housing.
