During the hearings, the General Plan project was discussed, which takes into account the current needs of the city. Participants made numerous proposals, divided into several key categories:
- Transport and Roads:
- Preservation of the existing road on Matyiev Street, with a new alignment of D. Sadybaev Street to the west.
- Extension of Akhunbaev Street to Razzakova Street, creating an intersection with the railway at Bishkek-2 station.
- Construction of new tram lines in directions with high passenger traffic, including Baytik Batyr Street, as well as the preservation of existing bus routes.
- Development of a ring road and alternative options on the main streets of Panfilov and Logvinenko.
- Residential and Multi-Storey Development:
- In the residential area of Archa-Beshik, part of Sadybaev/Magistral Street will be transformed into a public and business zone with the possibility of multi-storey construction.
- Plots on Bokonbaev and Belinsky Streets will remain for low-rise residential buildings, preserving existing structures.
- No buildings higher than 3 floors are planned in the residential complexes Kyrgyzstan 1 and 2.
- Land plots on Fuchik, Bakayev Streets, and in the Tunguch microdistrict will be preserved with consideration for private rights, green areas, and public spaces.
- Social and Medical Infrastructure:
- In individual housing construction (IHC) areas, places for kindergartens, schools, and medical outpatient clinics are provided.
- A medical clinic is planned to be built on Abdrahmanov Street in the Archa-Beshik residential area.
- Green Zones and Landscaping:
- Updating green zones in the Tunguch microdistrict and on Bakayev Street with consideration for private ownership.
- Preservation of roadside green strips and creation of new parks within microdistricts, including the 4th microdistrict and Karalaev Street.
- Historical Sites:
- Protected historical monuments, including buildings in the "Stalinka" style and cultural sites, will remain untouched.
The Bishkek City Hall noted that many ideas from residents were integrated into the updated General Plan, including the preservation of existing roads and private property, as well as the development of both multi-storey and low-rise construction, the creation of new green zones, and the improvement of transport infrastructure.
An electronic version of the General Plan is also planned to be created, which will be accessible to the public, except for certain engineering details necessary for ensuring the safety of the city. This will allow residents to monitor the development of the capital and participate in discussions of future projects.
