The Cabinet approved the CIS agreement on the development of heavy machine engineering sectors
The Ministry of Economy and Commerce of the Kyrgyz Republic is designated as responsible for the implementation of this agreement. The Ministry of Foreign Affairs is tasked with notifying the Executive Committee of the CIS about the completion of all necessary domestic procedures for the agreement to come into force.
The purpose of the agreement is to develop cooperation in the field of heavy machine engineering, exchange technologies, and improve the competitiveness of products both in the domestic market and in external markets, including third countries.
It is planned to implement joint programs, revise regulatory acts on technical regulation, create joint production and scientific centers, as well as establish training programs.
This resolution will come into force 7 days after its official publication.
The Text of the Agreement
Agreement on Cooperation among the States - Participants of the Commonwealth of Independent States in the Development of Heavy Machine Engineering
Dushanbe, June 5, 2025
The governments of the countries signing this agreement, hereinafter referred to as the Parties,
relying on the provisions of the Agreement on Support for Production Cooperation dated December 23, 1993,
considering the Concept of Development of the Commonwealth dated December 18, 2020,
developing cooperation in the field of industry and the establishment of the Council on Industrial Policy dated May 30, 2012,
intending to create favorable conditions for the development of heavy machine engineering and mutually beneficial cooperation,
with the aim of stimulating effective interaction among industrial enterprises,
taking into account the importance of ensuring the domestic market and access to international markets,
guided by international obligations and legislation,
the Parties agree as follows:
Article 1.
For the purposes of this agreement, the following terms are used:
heavy machine engineering - industries engaged in the development and production of machines and equipment for the metallurgical, energy, mining, and chemical industries, including the manufacture of large-sized metal structures;
authorized bodies - state structures responsible for forming state policy in the field of heavy machine engineering;
authorized organizations - institutions designated to carry out activities in the field of heavy machine engineering.
Article 2.
The purpose of this agreement is to promote the development of heavy machine engineering through cooperation, the exchange of new technologies, and the increase of economic efficiency, as well as the competitiveness of products.
Article 3.
The Parties will cooperate in the following areas:
exchange of information about products that are priorities for heavy machine engineering;
coordination of cooperation areas and creation of joint projects;
updating the regulatory framework for technical regulation;
development of measures for sustainable development and increasing the competitiveness of industries;
creation of conditions for joint production and scientific centers;
exchange of experience in the implementation of investment projects;
exchange of information on legal acts related to production cooperation;
formation of cooperative chains for joint production;
ensuring the loading of production capacities;
development of mechanisms for state support for heavy machine engineering;
promotion of public-private partnership development;
support for interaction among educational institutions in the field of specialist training;
assistance to scientific centers and enterprises for further development.
Article 4.
The Parties will implement cooperation through their authorized bodies in accordance with international treaties and national legislation.
Working groups may be established to implement the agreement.
Article 5.
The Parties will determine the list of authorized bodies, which will be submitted to the depository upon notification of the completion of domestic procedures.
The depository will be notified of any changes to the list of authorized bodies.
Article 6.
The authorized bodies will cooperate through consultations and exchanges of views on issues related to the development of heavy machine engineering.
If necessary, enterprises and organizations with the required competence may be involved in the cooperation.
Article 7.
Coordination of interaction will be carried out by the Council on Industrial Policy of the CIS.
Article 8.
Funding for the implementation of the agreement will be provided from national budgets and from the own funds of organizations.
Article 9.
The agreement does not affect the rights and obligations arising from other international treaties.
Article 10.
Amendments to the agreement may be made by mutual consent of the Parties.
Article 11.
Disputes between the Parties will be resolved through consultations and negotiations.
Article 12.
The agreement comes into force 30 days after the depository is notified of the completion of domestic procedures.
Article 13.
The agreement is open for accession by other CIS states.
Article 14.
The agreement is concluded for an indefinite period, and the Parties may withdraw from it with six months' notice.
Signed in Dushanbe on June 5, 2025, in one copy in the Russian language. The original is kept in the Executive Committee of the CIS, which will provide certified copies to the signing countries.
