In September 2025, Energy Minister Talaybek Ibraev noted that the upcoming winter would be the most difficult for the country.
From that moment, active electricity conservation began in the republic.
By mid-November 2025, the authorities implemented a number of measures:
- They prohibited the use of street lighting in government and administrative institutions at night;
- They limited electricity usage in educational institutions after 6:00 PM;
- They introduced a new power limit for households - up to 3 kW, forcing residents to choose between using a washing machine and an electric kettle;
- They suspended the operation of mining farms until March 2026;
- The Bishkek city administration announced that all electrical devices in cafes, restaurants, and clubs, especially those consuming a lot of electricity, must be turned off after 10:00 PM. However, this requirement was later relaxed;
- The President instructed to minimize electricity imports as much as possible.
