In September 2025, Energy Minister Talaybek Ibraev predicted that the current winter would be the hardest for the country.
After that, the government began to take measures to conserve electricity. By mid-November 2025, the following restrictions were introduced:
- The use of outdoor lighting in government and administrative buildings in the evening is prohibited;
- Electricity consumption in educational institutions is limited after 6:00 PM;
- A new power limit for households has been set at 3 kW, forcing people to choose between using a washing machine and an electric kettle;
- The operation of mining farms is prohibited until the end of March 2026;
- The Bishkek city administration reported that all electrical devices, especially high-power ones such as heaters and electric stoves, must be turned off in restaurants, cafes, and nightclubs after 10:00 PM, although this requirement was later relaxed;
- The president instructed to reduce the volume of electricity imports.
