According to a Turmush correspondent, during a working meeting with the heads of construction companies and local authorities, the Minister of Construction expressed criticism regarding the implementation of large construction projects in the city of Manas.
He stated that the project documentation for 7 under-construction facilities did not comply with established requirements, and their estimated costs were significantly inflated.
It was announced that the Ministry of Construction is taking control of the construction of 9 major facilities in the Jalal-Abad region, funded from the republican budget. The minister demanded explanations from the head of the Capital Construction Department of the Manas city administration, Mamatjan uulu Arapbay. Despite the department's statements that expertise and design are being conducted in parallel, the Minister of Construction pointed out serious violations.
“The prices for the facilities are set too high. The project documentation is incomplete, contracts were signed, and tenders were announced without undergoing mandatory state expertise. We intend to bring everything back into the legal framework, ensure quality control, and timely completion of the facilities,” said Oruntaev.
Particular attention was paid to two facilities:
- A multifunctional sports complex [Sports Palace] for 5,200 seats (Abdrahmanov Street). 2.8 billion soms have been allocated for its construction. The minister compared it to the capital's arena, which cost 1.8 billion soms. “A difference of one billion? Even considering the pool, the cost could be around 2 billion soms. We will review the project and clarify all expenses, but I urge the contractor not to stop the work — there will be no problems with financing,” the head of the Ministry of Construction informed.
- The Presidential Lyceum “Akyilman” (Azimov Street). The estimate for this facility is 1.7 billion soms. The minister pointed out that the cost of one square meter here reaches 870 dollars (76,252 soms). “For example: the recently opened school named after Alykulov in the Suzak district was built at a price of 750 dollars per meter. The difference is 140 dollars for each square,” said the Minister of Construction.
Facilities transitioning to the Ministry of Construction's jurisdiction:
- Sports Palace for 5,200 seats (Abdrahmanov St.);
- New 7-story building of the regional hospital (Glinka Street);
- Branch of the Presidential Lyceum “Akyilman” (Azimov Street);
- New building of the regional philharmonic (Kurmanbek Street);
- Modern city museum (Kurmanbek Street);
- Engineering networks: pumping station, reservoirs, and irrigation systems.
Additionally, the ministry will take control of the construction of a recreation park in the village of Bagysh in the Suzak district and a hospital building in the Chatkal district. The minister urged contractors to update contracts and focus on quality, promising transparency in further financing.
